9:56 PM Voter Turnout update- It currently stands at 25.17%, which is much higher than ~20% earlier, but not as high as most had projected.

9:57 PM Promoted from Comments- Thanks to Joel Harris-

Repubs: 2, 3, 5, 6, 12, 13, 14, 20, 22, 23, 24, 25

Dems: 1, 7, 9, 10, 11, 15, 16

17 has only 3 of 41 precincts reporting (incredible)

18 has only 11 of 27

21 has only 5 of 37

Others too close to call, including at-large.

17, 18 is currently Dem. 21 is currently Rep.

10:04 PM Fox59 News hasn’t officially called it for Ballard yet, but they are saying that Peterson has lost & all signs point to that. They also say that the GOP is well on their way to retaking the City-County Council. The Democrats did not provide anyone for an interview, even though they said they would have someone there.

10:07 PM Indianapolis Mayor update

(WITH 807 OF 914 PRECINCTS COUNTED 88.29%)

10:09 PM Warren Township ballots won’t be counted for a few hours. There was a problem and they have to all be collected at a location, then driven to the warehouse for tabulation.

10:24 PM Historical Data-I did some brief research to compare the 3 outstanding districts (17, 18, & 21) to see how they went in 2003. Here is the data I have:

  2. I stand corrected. There will be one Republican (of nine seats) on the New Albany Council.

Manigault got destroyed by Luecke in South Bend, 62 to 38.

  4. Wow, I didn’t think Manigault would lose like that!

  7. In the blog world- Advance Indiana has an odd post up, especially this soon:

Ballard Wins, GOP Sweeps Indy Council

Republican newcomer Greg Ballard has pulled off one of the biggest political upsets in Indianapolis history. He has succeeded in denying Bart Peterson a third term as mayor. With 60% of the vote returns tabulated, Ballard built a 54%-44%, or nearly 7,000 vote lead over Peterson. Ballard is sweeping into office with him four new at-large Republican councilors, including Ed Coleman, Michael Hegg, Barb Malone and Kent Smith.

I think it way too soon….

  8. Go figure, Gary Welsh trying to garner some pub by jumping out ahead of the game.

No doubt, he’ll claim credit for being the first one to call it.

  9. Good riddance Scott Keller. One less RINO to worry about.

  10. Good riddance Deb Cantwell.

  11. As of 9:53

Ballard with a 6,000 vote lead with 15% to go. But we do have three major districts to come in.

    Low turnout–only 24.8%

Posted by Joel Harris on November 6th, 2007 at 10:55 pm |

  12. 17 is heavy Dem, but let’s hope the low turnout minimizes the impact for The Bartman.

Posted by Jacob Perry on November 6th, 2007 at 10:59 pm |

  13. 10:08pm

    4 appears to be Republican.
    8 stays Gray
19 looks like it will stay Dem by a handful of votes.

    R-13, D-9

Ballard still up 4,300 with 89% in. I am hoping that district 21, which still only has 5 precincts reporting will offset losses in 17.

Posted by Joel Harris on November 6th, 2007 at 11:14 pm |

  14. I think at least two at-larges will go R. Kent Smith has a 15,000 vote lead on King Ro. Barbara Malone also has a 7,000 vote lead on Ron Gibson.

That gives the Republicans the 15 votes that they need with possibly 1 to 3 left to gain.

Posted by Joel Harris on November 6th, 2007 at 11:18 pm |

  15. Peterson concedes!!!

    Wow. I’m not comfortable yet.

Posted by Joel Harris on November 6th, 2007 at 11:29 pm |

  16. “Ultimate example of grassroots politics” – Ballard

    You ain’t kidding.

Posted by Joel Harris on November 6th, 2007 at 11:35 pm |

  17. The precincts outstanding are in Warren Township, basically.

In 2003 (with 26% turnout as opposed to the 24% turnout estimated in 2007):

    17: 5,600 votes, 2,000 Republican to 3,500 Democrat
    18: 4,300 votes, 1,700 Republican to 2,700 Democrat
    21: 6,100 votes, 3,600 Republican to 2,500 Democrat

Not enough of a margin to give Bart hope of a victory, particularly not with recently crime-struck Irvington in the mix.

Posted by Scott on November 6th, 2007 at 11:41 pm |

  18. OK, it looks like the at-large will go 3-1 for the Republicans. Joanne Sanders will beat out Michael Hegg. I anticipate that the Dems get 17 and 18 and the Republicans get 21.

That puts the final count at R-17, D-12.

    What a huge upset.

So. What is next? Who will be the President of the council? Does this represent the beginning of a resurgence of the Republican Party organization within Marion County?

Posted by Joel Harris on November 6th, 2007 at 11:51 pm |

  19. So many questions Joel, but there aren’t even enough answers. A couple of guys and I asked Ike Randolph who he thought might become the next president of the council and he surmised, as we had, that the choices could come down to Mike Speedy or Bob Lutz.

Posted by Josh Gillespie on November 7th, 2007 at 2:21 am |

  20. Bob Cockrum is my guess
