If matched by action, one could argue, simultaneously, that 1.) the Democratic Congress is lame; and 2.) given the general lack of fiscal restraint among Republican politicians, a Democratic Congress with Republican President Bush is quite an improvement! It'd be difficult to give the Democrats a "poor" on #4 if their presence is causing greater fiscal restraint. The related irony from today’s news is Bush’s decision to talk tough about earmarks.
