That was in April 1862, and it was by no means at a time when it was clear that the Union was going to win. Grant had been accused of being drunk (a common accusation where Grant was concerned) when Union forces were surprised at Shiloh by a sudden Confederate offensive. On the second day, Union forces were able to rally and rout the Confederates, but there was a black mark on every general involved -- not just Grant. By the time it was clear the Union was going to win, nobody was interested in getting rid of Grant, except maybe the Copperheads and the Confederates.
