		<description>Robert Heinlein once noted (via a character in &lt;i&gt;The Moon Is A Harsh Mistress&lt;/i&gt;) that perhaps any good government should include a chamber whose delegates' sole duty was to reject laws passed in the other chamber.  He said something to the effect that if a bill couldn't muster a 2/3 positive vote (i.e., at least 1/3 voted against it), then there must be something wrong with it and it was better off killed.

Looks like that's the Senate we have, if we can maintain a cloture-proof minority and the Pubs stick together.  (Not that I expect them to, four years is a long time to be in the wilderness.)</description>
